Two towns, two counties, one city
Phenix City grew from two neighboring towns, Girard in Russell County and Brownville in Lee County. The legislature incorporated it under the Phenix City name on February 19, 1897, and Girard and Phenix City merged on August 9, 1923. The Lee County portion moved into Russell County in 1932, though the city today lies in both, and it is the Russell County seat. Alabama runs on Central Time, but Phenix City keeps Eastern Time in practice because of its ties to Columbus.
Alabama rules are different
Nothing on the Georgia side applies here: not Columbus's tree ordinance, not Tree for Fee, not Georgia 811. Alabama 811's page sets the notice at "a minimum of 2 – 10 working days, not counting the day of notification," and takes requests at 811 or 800-292-8525. Pre-mark with white paint, flags or stakes and wait until every utility has responded. For tree rules and brush pickup, ask the City of Phenix City. Alabama's licensing rules for tree work are separate from Georgia's, and we couldn't confirm them in a citable form, so ask the contractor what Alabama requires of them.

The 2019 tornado
The March 3, 2019 tornado did its worst damage in Lee County, Alabama, where all 23 deaths occurred, mostly in and around Beauregard, before crossing the Chattahoochee into Georgia.
Nearby, requests also come in from Midland, Fortson, Hamilton, and from Columbus itself. See every area.
